I am happy to share with you the long awaited official FPPC response regarding my role in the Transformative Climate Communities Grant which brought $30M in funding to the City of Richmond, my subsequent election to the Richmond City Council, and how to properly and legally handle any conflict of interest.
This official FPPC letter confirms that the advice I received, and have diligently followed since taking office, from the City Attorney’s office was in fact correct.
- As I was advised, I openly declare my potential conflict of interest and clearly recuse myself from any and all votes and deliberation regarding the Transformative Climate Communities (TCC) grant whenever items come to the City Council.
- I also do not participate in any deliberations or seek to influence any decisions.

It is a relief to know that I can depend on the City Attorney and the City Attorney’s office staff for sound advice on these issues. And as I stated from the beginning, I will continue to follow all legal advice as I navigate the challenging landscape of being a new elected official.
I am proud of my role in bringing $30 million dollars in funding to the City of Richmond. The TCC grant will help hundreds of Richmond residents who live in the grant’s project area to become more climate resilient with free solar systems, free home weatherization, and systems that help conserve water. It will expand our tree canopy to reduce heat islands, increase active transportation infrastructure so it’s easier and safer to walk and bike around our neighborhoods and increase healthy food access by expanding FREE VeggieRX prescriptions to those who suffer from chronic diseases such as diabetes, heart disease and high blood pressure. It will also create new infrastructure and improve existing infrastructure.
With so many unmet City needs, from our roads, to our fire stations, traffic safety issues, park and recreation center maintenance Richmond sorely needs more resources.
As a City Council member, I will continue to look for more sources of funding that could help our city and I will put in the hard work necessary to secure those funds and bring them home to Richmond.
