Although I thank CM Zepeda for bringing forward this bond poll question and pressing the issue of deferred maintenance of city assets, I did not support the bond poll that my colleague put forward in its current configuration and at this time.
Here were my reasons:
- I have definitely heard from homeowners that they are not interested in any new taxes and they do not trust that the existing taxes are used well
- Even if we push forward to formally poll the whole community despite this feedback from some vocal homeowners, it is important that those polled are not misled – for example, I’m unsure at this point that a bond would be able to do all of things the poll item language was referring to – I believe the police station alone would cost $100,000,000 – $150,000,000 to build I’m unsure of how much that would leave for fire stations, the library, community centers especially the long promised and decade overdue MLK Center. I felt that the inclusion of the MLK Center loosely in the language might be yet another empty promise meant to get those who have been waiting for the center to support this bond initiative only to be disappointed yet again down the line – even if this was not the intention, I feel we need to be honest about what would be possible with the bond given the costs and completing facilities needs.
- Many city buildings are in dire need of major repairs, the full extent of this need is not yet known. I believe we need to complete a full facilities assessment so we clearly understand ALL of the facilities maintenance needs and then we need to consider them together, not piece meal, and prioritize which we must address first then move forward to assess public appetite for whichever financing tool makes the most financial sense.
- we also need construction estimates based on something other than guesses so those we eventually poll can be reliably informed as to which projects we could honestly afford to address with which size bond – and then give their properly informed feedback.
- I also believe we need a community process regarding the-new police station so that residents as well as other stakeholders can understand current conditions and be apart of envisioning the future of policing in Richmond. After touring the current facility, a leased converted office building, with Chief French and learning how much we are paying to lease that facility each year it’s clear to me that the current situation can not and should not continue simply because it’s financially irresponsible to not be investing that lease money in a city asset that better fit city needs.
Over the council break City Staff will be moving forward on that much needed facilities assessment and draft a recommendation for a community process to include residents in decision making regarding the police station and other key city assets.

Después de visitar las instalaciones actuales, un edificio de oficinas reconvertido en alquiler, con el jefe French y saber cuánto pagamos por alquilar esas instalaciones cada año, me queda claro que la situación actual no puede ni debe continuar, simplemente porque es financieramente irresponsable no invertir ese dinero del alquiler en un activo de la ciudad que se ajuste mejor a las necesidades de la ciudad.
Durante el receso del consejo, el personal de la ciudad avanzará con la evaluación de las instalaciones, que es muy necesaria, y redactará una recomendación para un proceso comunitario que incluya a los residentes en la toma de decisiones sobre la estación de policía y otros activos clave de la ciudad.
